Recent studies undertaken by VicRoads and the Colac Otway Shire regarding pedestrian access and safety along the Great Ocean Road identified a high need for pedestrian footpath along section of the Great Ocean Road located at the Skenes Creek caravan park.
Steep batters and dense vegetation adjacent the Great Ocean Road for approximately 300m east of the Skenes Creek caravan park meant that pedestrians were forced to walk along the road shoulder resulting in safety concerns. As such, Colac Otway Shire Council engaged HEC to undertake the detailed design of approximately 400m of concrete footpath on the northern side of the Great Ocean Road providing for safe pedestrian travel and access to the Skenes Creek Caravan Park and connection to Old Coach Road.
Colac Otway Shire Council required the following tasks be completed as part of the project;
• Site inspection to consider existing site layout and servicing, existing infrastructure and site constraints, inspection and consideration of all existing service locations, existing drainage and consideration of design solutions
• Undertake a full 3D feature and level survey around the proposed site including internal road infrastructure such as edge of seal and formations, driveways and infrastructure, existing drainage and discharge point information, fence and boundary information, services, linemarking and underground drains.
• Preparation of conceptual footpath design documentation for review and approval by all relevant regulatory authorities
• Detailed design documentation and the preparation of associated construction drawings based upon the Council approved concept designs
• Preparation of Schedule of Quantities and Construction Cost Estimates for funding and tendering purposes.

As part of the Colac Otway Shire Council’s road reconstruction program, it was proposed that an upgrade to 340mt of Murray Street (between McLachlan & Collingwood St) and 145mt in Pascoe Street (between Thomson & Murray St), Apollo Bay was required.
Colac Otway Shire Council engaged HEC to undertake the detailed road and drainage design, incorporating the existing storm water drainage structures, and detailed design of footpaths on both sides of either road for safe pedestrian travel.
Colac Otway Shire Council required the following tasks be completed as part of the project;
• An extensive investigation into the documentation of existing services including the DBYD information, site layout and extents and all other existing project documentation
• Site inspection to consider existing site layout and servicing, existing infrastructure and site constraints, inspection and consideration of all existing service locations, existing drainage and consideration of design solutions
• Undertake a full 3D feature and level survey around the proposed site including internal road infrastructure such as kerb & channel and footpaths, existing buildings, driveways and infrastructure, existing drainage and discharge point information, fence and boundary information, services, linemarking and underground drains.
• Preparation of a detailed drainage report highlighting existing site conditions, existing drainage deficiencies and identify the drainage infrastructure required
• Preparation of conceptual road and drainage design documentation for review and approval by all relevant regulatory authorities
• Detailed design documentation and the preparation of associated construction drawings based upon initial drainage and service investigations and the Council approved concept designs
• Liaison with non-destructive service location contractors to proof and confirm any potential service clashed with the proposed works.

Determined as part of Council’s 2017/18 Road Reconstruction program, Council required the upgrade of 1,235 metres of Queen Street from Pound Road to approximately 100 metres north of Tulloh Street in Elliminyt. The upgrade works included overall widening of the road, installation of kerb and channel along both side of Queen Street, footpath installation and underground drainage as required throughout the extent of works. Heil Engineering Consultants was appointed to undertake the Conceptual and Detailed Design of the proposed road widening and upgrades. The works included the following;
• Liaison with service authorities regarding impact or potential service upgrades required as part of the proposed works.
• Vehicle turning analysis through the use of AustRoads design software.
• Hydrological and hydraulic design including the use of 12d modelling software.
• Appoint and Co-ordination of other specialist consulting disciplines to complete service locations and traffic impact assessments.
• Conceptual and detailed design of the proposed roundabout including all drainage infrastructures to Austroads and VicRoads requirements and in accordance with relevant regulatory authority specifications.
• Liaison with the responsible authorities and Colac Otway Shire to obtain in principle endorsement.
• Preparation of Schedule of Quantities and Construction Cost Estimates for funding and tendering purposes.
